Garage Door Repair in Allen, TX: Permits, New Codes and Local Tips

Allen grew fastest in the 1990s and 2000s. Census estimates put the median Allen home at 2003. About 23% of homes were built in the 1990s and another third between 2000 and 2009, while roughly 40% predate 2000 (American Community Survey 2020 to 2024, year structure built; median year built). About 73% of homes are single-family detached (units in structure), a higher share than in McKinney or Frisco.

A lot of Allen garage doors are therefore on their second set of springs or their second opener, and some original doors are now 25 to 35 years old. That's the age where homeowners weigh fixing an old uninsulated steel door against replacing it. Do you need a permit to replace a garage door in Allen?

This changed recently. Allen publishes its list of residential work exempt from permits on its Residential Development Services page, as an amendment to section R105.2 of the residential code. The current list includes:

• "Replacement of residential windows and doors" that meet the International Energy Code and International Residential Code, "that do not require a modification of the structural opening" and don't reduce emergency escape openings.

Before the update, the same list exempted only window replacement (archived December 2024 version). The page doesn't say whether "doors" includes garage doors, which are large, wind-loaded assemblies rather than an entry door, so don't assume either way:

• A same-size replacement in the existing opening may fall under the exemption. Confirm with the city first.
• Enlarging the opening, for example turning two single doors into one double door, changes the structural opening and is not exempt.
• Exempt work still has to meet code. The exemption itself says it doesn't authorize work that violates the code, so the door still needs to be installed to its rating.

Ask Building and Permitting on 214-509-4130 before a full replacement. Repairs to parts of an existing door, such as springs, rollers, cables or an opener, aren't mentioned on the list. If you're doing work yourself that does need a permit, Allen asks homeowners to complete a Homeowner's Affidavit; if you hire a contractor, the city says to make sure the contractor has applied for and received a permit before starting.

Permits and inspections go through Allen's Citizen Self-Service portal. On inspection day you can call 214-509-4130 between 8 and 9 a.m. for a time window. Allen allows construction work between 7 a.m. and 10 p.m., seven days a week.

New 2024 codes as of September 2026

Allen City Council adopted the 2024 International Code Council codes, including the 2024 International Residential Code, on July 28, 2026, effective September 26, 2026 (Adopted Building Codes). Permit applications received on or after that date are reviewed under the new codes. Allen had been on the 2021 codes since July 2022 (archived August 2026 version), so any quote or permit prepared before late September 2026 may reference the older edition.

Contractor registration: every contractor, $50 a year

Allen's rule is broad: "All contractors are required to register with the City of Allen for $50 annually," with registration forms submitted through the Citizen Self-Service portal (Contractor Registration). The city's permit FAQ says the registration form goes in with a copy of the contractor's trade license and a color photo ID (Permit FAQs).

Unlike cities that only register licensed trades, Allen's wording covers contractors generally. If a job needs an Allen permit, the company pulling it should be registered, and it's fair to ask. Questions about registration go to 214-509-4130.

Alleys, rear addresses and parking

Allen's property maintenance rules require owners to display address numbers on the front and the rear of the building (Code Compliance). If your garage opens onto an alley, a visible rear number helps a technician, or an ambulance, find the right door.

The same page covers two other things that come up when a garage is out of action: no parking in the front yard unless there's an established gravel, asphalt or concrete surface, and exterior windows and doors are among the items the city lists under substandard structures. A garage door that's broken and left that way long term can become a code issue, not just an inconvenience.

HOA and non-HOA neighborhoods

Allen has a real mix of HOA and non-HOA neighborhoods. The city's Neighborhood Enhancement Division runs separate programs for each, including a Neighborhood Stabilization Program for shared spaces in non-HOA areas (Neighborhood Enhancement). If you're in an HOA, check its guidelines before changing door style or color. If you're not, the city's building rules are what apply.

Storms, power outages and your opener

Allen runs 26 outdoor warning sirens. According to the city, they sound for hail greater than 1 inch, winds greater than 70 mph, and National Weather Service tornado warnings naming Allen (Severe Weather Center). Collin County has seen severe hail before: the National Weather Service's review of the April 11, 2016 storm says the storm hit the Collin County city of Wylie hardest, affecting 80% of homes there, and produced a 5.25-inch hailstone, a record for the Fort Worth forecast area (NWS Fort Worth).

Storms also knock out power, and an opener without a battery backup won't lift the door. Allen's Severe Weather Center lists outage contacts for Oncor, CoServ and Grayson Collin Electric Cooperative, and reminds residents not to call 911 for an outage. A door stuck open at night

If the door won't close and the house isn't secure, the Allen Police Department's main number is 214-509-4200 (Public Safety Communications). Call 911 for a crime in progress.
